But more information doesn't necessarily lead to better decision-making.

The hardest executive decisions are rarely difficult because there is no data. They are difficult because the future is uncertain, people are unpredictable and the consequences do not arrive all at once. A decision that looks sensible on a spreadsheet can trigger resistance, delay, reputational risk, hidden costs or a competitor response that nobody anticipated.


This is where mental simulation becomes valuable. It gives leaders a way to mentally step inside a possible future, experience how a decision might unfold and practice responding before they actually make the decision.


As AI makes information, analysis and content easier to produce, human judgement becomes more important, not less.

What is Mental Simulation?

Mental simulation is widely using in high-stakes professional sports and military, but not taught in schools, colleges, universities business schools or in professional learning and development.


It's the process of imagining a future situation and mentally rehearsing the events, decisions, reactions and consequences that could unfold. It is more than positive visualization. A useful mental simulation places the decision-maker inside a realistic sequence: something happens, a choice is made, the environment responds and the decision-maker must adapt.


Decision - Consequence - Reaction - Response


Cognitive scientists often use the related term episodic future thinking to describe our ability to imagine or simulate experiences that may occur in the future.[1] Research suggests that we construct these possible futures by drawing on elements of memory and recombining them into situations we have not experienced before.[2] Mental simulation is imagination doing serious work.


Why does mental simulation matter for executive decision-making?

Mental simulation matters because executive decision-making isn't simply the selection of an option. Leaders must anticipate how a complex system will respond, including the messy and unpredictable responses of employees, customers, regulators, competitors and other stakeholders. By rehearsing those reactions, leaders can expose assumptions and consequences that remain invisible during ordinary analysis.


Consider a leadership team establishing policies around the use of generative AI.

The first-order effects of using AI are obvious: productivity gains, lower costs and faster output. The second-order effects are harder to see. Employees may hide their use of unapproved tools. Managers may no longer know how to assess the quality of junior employees' work. Clients may question how confidential information is being handled. Faster production may create a larger review bottleneck.


Spreadsheets can run the numbers and a strategy document can list the risks. But neither necessarily prepares a leader for the moment a respected employee pushes back, a client asks an uncomfortable question or the first confident AI-generated error reaches the market.


Mental simulation turns an abstract decision into a sequence of lived questions: How might people respond to this? What am I assuming? How do I react? What happens next?


How does mental simulation improve executive decision-making?

Mental simulation can improve executive decision-making by making possible consequences more concrete, revealing hidden assumptions and giving leaders a safe place to practice their responses.


It can expand the range of outcomes considered, strengthen planning and create useful pre-experience - provided the scenarios are realistic, challenging and followed by reflection.


There are four particularly important benefits.


1. It exposes assumptions

Every strategy contains assumptions about timing, behaviour, capability and cause and effect. Most remain unspoken until something goes wrong. A well-designed decision-making simulation forces those assumptions into the open by asking leaders to make a choice and then experience how the situation responds.


2. It reveals second-order effects

Leaders are usually good at identifying the immediate result of a decision. The greater risk often lies in what happens after that result. A cost reduction affects workload. Workload affects quality. Quality affects clients. Client reactions affect reputation and revenue. Mental simulation encourages leaders to follow the chain instead of stopping at the first outcome.


3. It creates pre-experience

Experience is one of the foundations of judgement, but executives cannot wait years to encounter every critical situation in real life. Mental rehearsal cannot duplicate real experience, but it can provide a structured form of pre-experience: a memory of having considered the signals, tensions and trade-offs before.


Research on mental imagery shows that imagined and perceived experiences can recruit overlapping neural systems, although imagination is not neurologically identical to perception.[3] The practical point is not that the imagined event becomes real. It is that a vivid, active rehearsal can be more cognitively useful than passively reading a list of risks.


4. It creates space between pressure and response

Under pressure, leaders may become defensive, rush toward certainty or fall back on familiar patterns. Rehearsal allows them to notice those reactions in a safe environment. They can practise pausing, regulating their physical response, asking a better question and choosing a more deliberate action.


This distinction between imagining a desired outcome and rehearsing the process matters. In one frequently cited study, process-focused simulation improved planning and performance and reduced anxiety, while simply imagining success did not produce the same benefit.[4]


Can executives develop better judgement?

Yes, executive judgement can be developed, but it is not transferred like technical knowledge. Judgement grows through repeated decisions, feedback, reflection and exposure to varied situations. Leadership simulations accelerate that cycle by allowing participants to make consequential choices, examine their reasoning and try alternative responses without placing the organization at real-world risk.


This is why a lecture on cognitive biases may increase awareness without changing behaviour. Knowing the definition of confirmation bias is not the same as noticing it while your preferred strategy is being challenged. Knowing that emotional regulation matters is not the same as recognizing your own narrowing attention during a tense exchange.


The goal is not to teach leaders the one right answer. Complex decisions may not have one. The goal is to develop a richer set of patterns, questions and responses that leaders can draw on when the answer is uncertain.


How can leaders improve decision-making under pressure and uncertainty?

Leaders can improve decision-making under pressure by rehearsing the process, not merely predicting the result. The most useful practice combines plausible scenarios, meaningful choices, human reactions, changing information and structured reflection. This helps leaders identify blind spots, test responses and remain more deliberate when uncertainty and emotion are both high.


A practical rehearsal can follow five steps:

1.    Define the real decision. Be specific about the choice, constraints, stakeholders and time pressure.

2.    Build more than one plausible future. Include positive, negative and unexpected developments rather than a single preferred storyline.

3.    Step inside the situation. Ask the participant to decide in the first person as events unfold.

4.    Follow the consequences. Include human reactions, delays, trade-offs and second-order effects.

5.    Debrief the reasoning. Examine what the participant noticed, missed, felt and assumed, then replay the decision from another perspective.


Repetition matters. One scenario may create insight; repeated practice across different contexts is more likely to build a flexible decision-making capability. A 2021 meta-analysis covering 123 effect sizes found that mental simulation had positive behavioral effects overall, but it also found meaningful variation across the literature.[5]


Mental simulation is a method, not magic. Its value depends on what is rehearsed and how thoughtfully it is designed.


How can leaders anticipate second-order effects?

Leaders can anticipate second-order effects by tracing how the first consequence of a decision changes the conditions for the next decision. Instead of asking only, "What will happen?" they ask, "And then what? Who reacts? What new incentive, bottleneck or risk does that reaction create?"


Rehearsal makes this chain visible.


One useful technique is prospective hindsight: imagine that a future outcome has already occurred, then work backwards to explain how it happened.[6]

The original decision may still be correct. The rehearsal simply helps the organization see what must be designed around it.


What is the difference between mental simulation and scenario planning?

Scenario planning explores several possible external futures so an organization can prepare its strategy. Mental simulation immerses a person inside one of those futures and asks them to listen, perceive, decide and respond as events unfold.


The two methods can complement each other: scenario planning maps the landscape; mental simulation rehearses movement through it.

These categories overlap, and individual programs vary. The distinguishing feature of Decision Rehearsal™ is not simply that it contains a scenario. It is that the participant experiences the scenario in the first person, makes decisions under pressure and encounters the human and second-order consequences of those choices.


What is a leadership decision-making simulation?

A leadership decision-making simulation is a structured, realistic experience in which leaders practise making choices and responding to consequences without exposing the organization to real risk. Unlike a static case study, an effective executive simulation unfolds over time, changes in response to decisions and creates opportunities for feedback, reflection and replay.


The strongest simulations do not tell participants what to think. They create the conditions for participants to discover how they think.


That includes noticing:

  • which information they prioritize or ignore;

  • where they become overconfident;

  • how quickly they seek consensus;

  • how emotion changes their judgement;

  • whether they consider stakeholder reactions; and

  • how far into the future they follow the consequences.


Why use immersive audio for mental rehearsal?

Immersive audio is useful because it can place the participant inside a scenario while leaving room for the mind to construct the setting, people and consequences. Dialogue, narration, sound and intentional pauses can focus attention on the decision without supplying every visual detail, making imagination an active part of the experience.


Audio isn't valuable because it is simply convenient content. Its value lies in how it supports guided mental simulation. Research on narrative comprehension suggests that people build coherent "situation models" to represent the events, people, goals and locations described in a story.[7] In a Decision Rehearsal, that natural meaning-making process is directed toward a business decision.


Not everyone imagines with the same vividness, and audio should not be presented as a neurological shortcut. The scenario still provides credible information and details, psychological safety, meaningful decision points and skilled facilitation.

What skills become more important in the age of AI?

As AI makes information, analysis and content easier to produce, human judgement becomes more important, not less.


Leaders still need to frame the right problem, question confident outputs, imagine consequences, weigh competing values and respond to people. Critical thinking, creativity, strategic foresight and emotional regulation determine how effectively AI-generated possibilities become responsible decisions.


AI can generate ten strategic options in seconds. It cannot assume accountability for the option a leadership team chooses. It can identify common risks, but it may not understand the history, trust or informal power dynamics inside a particular organization. It can support strategic decision-making, but leaders must still decide what matters and what happens next.

What can mental simulation not do?

Mental simulation cannot predict the future, eliminate uncertainty or guarantee a better decision.


A narrow or unrealistic scenario can reinforce existing assumptions instead of challenging them. Its value is in expanding what leaders notice and rehearsing how they respond - not in pretending that one imagined future will become reality.


That limitation is important. A rehearsal should be grounded in evidence, informed by multiple perspectives and designed to include surprise. It should also distinguish between a plausible consequence and a proven forecast.


The strategic advantage of pre-experience

Most leadership development still concentrates on transferring knowledge. That remains important, but knowledge alone does not prepare a leader for the emotional, political and human reality of a high-stakes decision.


Mental rehearsal offers something different. It allows leaders to practise using their knowledge when the facts are incomplete, the pressure is rising and the consequences are still unfolding. Over time, that practice can build a form of experiential foresight: the ability to recognize patterns, anticipate reactions and think several moves ahead.
